New Delhi: West Bengal Chief Minister and All India Trinamool Congress (AITC) Chairperson Mamata Banerjee has extended support to Delhi Chief Minister Arvind Kejriwal over the Government of National Capital Territory of Delhi (Amendment) BIII, 2021, which was tabled by the Centre in Lok Sabha on Monday.
Aam Admi Party-led Delhi Government is protesting against the Bill, which mandates that ‘government’ referred to in any law passed by the legislative assembly would directly mean the L-G and not the government. It also makes it mandatory for the city government to seek the L-G’s opinion before any executive action.
In a letter to Kejriwal, Mamata on Thursday said your struggle against the Centre is my struggle.
“I stand in full solidarity with you in your principled opposition to Centre’s devious, anti-democratic & anti-constitution move to disempower Delhi Government and reduce status of Delhi Chief Minister to a subordinate to the Lt Governor,” Mamata said the letter written on AITC letterhead.
She termed the Government of National Capital Territory of Delhi (Amendment) BIII, 2021 as a surgical strike on the Federal Structure of the Indian Republic.
“It also makes a mockery of the letter and spirit of democracy by disempowering the Delhi Government, which is elected by the people of the national capital, Mamata said, adding that “furthermore, the Bill violates the unambiguous verdict by a five-judge Supreme Court bench in 2018, which upheld the pre-eminence of Delhi’s elected Government in all matters other than police, public order and land”.
Mamata said she was not surprised by “the move to strip away the legitimate powers of the Delhi Government and make the Chief Minister subservient to the Lieutenant Governor, who is an appointee of the Centre”.
The Centre wants to govern Delhi by proxy, which is the real purpose of the amendments to the GNCTD Act, she alleged.
Launching a scathing attack on Modi government, she said that “in state after state governed by non-BJP parties, the Centre has been creating problems for the duly elected governments by misusing the office of the Governor.”
She said that time has come for a united and effective fight against the BJP, “especially with regards to its plans to dilute the powers of State Governments and downgrade them to mere municipalities”.
Mamata also said that she would write letter to all non-BJP Chief Ministers in the country, urging them to extend their support to Kejriwal. (PW News)
