New Delhi: Prime Minister Narendra Modi on Sunday addressed election rallies in West Bengal and Assam, which are going for assembly polls.

He tore apart ruling Trinamool Congress in West Bengal and Opposition Congress in Assam.

He first addressed a rally in Bokakhat in Assam and later in Bankura in West Bengal.

Here are highlights PM Modi’s speech in Bokakhat rally:

“Today Assam is moving ahead to reach new heights with full potential in the NDA rule. Today, peace has been established in Assam and stability has come under the NDA’s government”

“Today we are also developing river waterways of the country as corridors of India’s economic prosperity. Of these, work is also going on in Assam on very large river waterways”

“Our government changed the law made about bamboo during British rule. It has benefited people, farmers and entrepreneurs associated with the bamboo craft in Assam”

“When there was a Congress government at the centre and in the state at the same time, there was double neglect, double corruption and double infiltration: They  (Congress) had given false guarantees of providing employment and women empowerment”

“With the NDA government at the center and in the state, the power of double engine is pushing Assam forward. Now the speed of infrastructure is also doubled, because the state government as well as central government are involved in development”

Here are highlights of PM Modi’s speech in Bankura rally:

“BJP will bring the ‘Ashol Poriborton’ (Real Change) in Bengal.

The game of Corruption – Cholbe naa! (Won’t be allowed)
The game of Syndicate – Cholbe naa! (Won’t be allowed)
The game of cut money – Cholbe naa! (Won’t be allowed)”

“BJP runs on schemes, while TMC runs on scams!TMC always finds a way to do a scam. Their mantra is ‘wherever there is a scheme, there will be a scam’.”

“Didi used to think that no one would question her. But today, the entire Bengal is asking her – where is the water? Where are the tap connections? Why isn’t water in agricultural lands? Why can farmers here only have one crop per season? Why are irrigation facilities poor?”

“You may attack me, didi, but I will not let you attack the people of Bengal, the state’s development, the dreams of the people of Bengal and the SC/STs of the state”

“I call upon the first time voters to vote and make the dream of Sonar Bangla come true. Left, Congress & TMC have wasted a lot of time of your previous generations. I can’t let your futures be ruined. Due to these three parties, Bengal hasn’t developed at a pace it should’ve”.

The polls for the 126-member Assam Assembly will be held in three phases on March 27, April 1 and April 6.

Roundup: Pawar signals departure of Anil Deshmukh

New Delhi: Maharashtra politics is on the boil after a top cop has levelled serious corruption charges against Maharashtra Home Minister Anil Deshmukh

The main opposition in the state, the Bharatiya Janata Party (BJP) has caught this opportunity with both hands and demanded resignation of Deshmukh.

It’s notable that Param Bir Singh — replaced as Mumbai Police Commissioner over “unforgivable” lapses in the Mukesh Ambani security scare probe — accused Deshmukh of corruption and interference in police work.

Param Bir Singh was transferred to the Home Guard on Wednesday after police officer Sachin Waze was arrested in the case involving a car full of explosives found near the home of Reliance chairman Mukesh Ambani earlier this month.

According to various reports, Param Bir Singh sent an email to Maharashtra Chief Minister Uddhav Thackeray and alleged that Deshmukh had asked several police officers including Sachin Waze who has been arrested in the Mukesh Ambani case – to run an extortion racket.

According to Singh, police officials were given a target of collecting Rs. 100 crore from restaurants, pubs, bars and hookah parlours. The demand, he said, was made in February.

News agency ANI on Sunday quoted Param Bir Singh as saying that that the email was sent to Maharashtra CM from his email id.

The cop’s statement came after Maharashtra Chief Minister’s office on Saturday said that “Letter from Param Bir Singh was received at 4:37 pm today via a different email address, not his official one & was without his signature. The new email address needs to be checked. Home Ministry is trying to contact him for the same”.

The cop’s email was also marked to Maharashtra Governor Bhagat Singh Koshiyari and deputy CM Ajit Pawar, and Additional Home Secretary, Maharashtra.

The Shiv Sena-NCP-Congress alliance government seems to be in a soup over the row.

NDTV quoted a top leader of the alliance as saying that Deshmukh has to go as the corruption allegation against him is “serious”.

Chief Minister Uddhav Thackeray is also of this view, he told NDTV.

However, Maharashtra Minister and State NCP President Jayant Patil told ANI: “The letter (Param Bir Singh’s letter to CM) is a reaction after Maharashtra Chief Minister and Home Minister decided to take a tough stand. There is no question of replacing Maharashtra Home Minister (Anil Deshmukh).”

Meanwhile, the BJP has mounted all-round attack on Maharashtra government.

BJP workers have staged protests in Mumbai and Nagpur, which is the home town of Anil Deshmukh.

Union Minister Ravi Shankar Prasad on Sunday demanded resignation of Uddhav government.

Addressing a press conference at Bihar BJP’s office in Patna, Prasad said, “If Rs 100 cr was the target by Home Minister (Maharashtra) then what was the target by other ministers. Uddhav Thackeray’s govt has lost the moral authority to govern the State even for a day.”

MoS Finance Anurag Thakur has demanded serious probe in the matter.

“There should be a serious probe. If this is the state of Mumbai Police then you can imagine what the state of Maharashtra is.”

Maharashtra Navnirman Sena (MNS) Chief Raj Thackeray has also demanded resignation of Anil Deshmukh.

“Anil Deshmukh should resign immediately. The main issue is that of an explosive-laden vehicle being found near the residence of an industrialist. I request the Central Government to intervene. The State government cannot investigate this matter,” the MNS chief was quoted by ANI as saying on Sunday.

Meanwhile, Maharashtra Deputy CM and NCP leader Ajit Pawar and Jayant Patil will be meeting NCP Chief Sharad Pawar in Delhi on Sunday.

Shiv Sena leader Sanjay Raut will also meet Sharad Pawar in Delhi on Sunday, India Today reported.

Raut on Sunday in Nashik said allegations against
Home Minister Anil Deshmukh are “very serious” and it is “time for an introspection”.

Vanchit Bahujan Aghadi leader Prakash Ambedkar will meet Maharashtra Governor Governor Bhagat Singh Koshiyari on Monday at 12:30 pm. Ambedkar has alleged breakdown of constitutional machinery and law and order in the state.

However, Anil Deshmukh rubbished these allegations and said this is Param Bir Singh’s attempt to save himself from legal action for his “serious lapses”.

However, it seems that Anil Deshmukh will have to resign as the patron of alliance government in Maharashtra Sharad Pawar has given green signal to Maharashtra Chief Minister Uddhav Thackeray.

ANI on Sunday quoted NCP Chief Sharad Pawar as saying that “the allegations against the Maharashtra Home Minister are serious. The Maharashtra CM has the full authority to take a decision regarding an inquiry on these allegations against the Home Minister”. (PW News)

Kolkata: The Bharatiya Janata Party (BJP) is releasing its manifesto for West Bengal today.

Union Home Minister Amit Shah will release the Bengal BJP’s manifesto for the West Bengal assembly elections at Eastern Zonal Cultural Centre, Kolkata (WB) at 05:30 pm on Sunday.

Prior to this, Shah will address an election rally at Pallighai School ground, Egra (District Kanti), West Bengal at 12 noon today.

After this, he will hold a meeting with District and Mandal Office Bearers at Mecheda in Purba Medinipur district at 01:30 pm.

Elections for 294 seats of the West Bengal Legislative Assembly are scheduled to be held between 27 March to 29 April 2021 in 8 phases.

In 2011, Trinamool Congress (TMC) supremo Mamata Banerjee ended the Left Front’s 34-year rule and formed the government by winning 227 seats in the 294-member Assembly in alliance with the Congress and Socialist Unity Centre of India (Communist). TMC itself won 184 seats.

Now, the BJP is aiming to end Mamamta Banerjee led TMC government’s 10-year rule and form the first BJP government in West Bengal.

The saffron party has been making inroads in Mamata’s bastion after Narendra Modi became prime minister in 2014.

Though TMC became more stronger in 2016 assembly elections by winning 211 seats but BJP also announced its arrival by winning 3 seats with its alliance partner the Gorkha Janmukti Morcha.
The Congress won 44 seats and the Left Front alliance won 33 seats.

However, the BJP emerged as a main threat for Mamata Banerjee in West Bengal when it bagged 18 of the 42 Lok Sabha seats of the state in 2019 general elections.

In by-elections from 2016 to 2021, BJP also increased its seats in the legislative assembly by 15 as of 2020. (PW News)

New Delhi: The Insolvency and Bankruptcy Board of India (Grievance and Complaint Handling Procedure) Regulations, 2017 enable stakeholders to file a grievance or a complaint against service providers under the IBC.

This was stated by the Union Minister of State for Corporate Affairs Rao Inderjit Singh in a written reply to a question in the Lok Sabha on August 8, 2022.

Besides this, the Minister stated, Insolvency and Bankruptcy Board of India (IBBI, the Regulator) also receives complaints and grievances from Centralized Public Grievance Redress and Monitoring System (CPGRAM), Prime Minister’s Office, MCA and other authorities.

Till 31st July, 2022, the IBBI had received 6,231 such complaints and grievances, of which 6,172 have been disposed after examination, the Minister said.

The Minister said that the Ministry of Corporate Affairs does not have any role in corporate insolvency resolution process (CIRP) of a corporate debtor (CD) under the provisions of the Insolvency and Bankruptcy Code, 2016 (the Code). CD undergoing CIRP is resolved through a resolution plan formulated by resolution applicants based on market driven process.

The Minister further stated that the Committee of Creditors (CoC) within its commercial wisdom assesses the feasibility and viability of the resolution plan submitted by the proposed resolution applicant which is then approved by the Adjudicating Authority (AA).

Further, the realisation by creditors through CIRP under the Code is dependent on quality assets at the time of its resolution, the Minister stated.

Giving more details, the Minister stated that no such investigation has been initiated as section 29A of the Code enlists certain categories of undesirable persons which include related parties ineligible to submit a resolution plan during the CIRP. Regulation 36A(8) of IBBI (Insolvency Resolution Process for Corporate Persons) Regulations, 2016 imposes a duty on Resolution Professional (RP) to conduct due diligence to satisfy themselves that the prospective resolution applicant is not ineligible under section 29A of the Code. The resolution plan approved by the CoC, within its commercial wisdom is then approved by AA under section 31 of the Code thereby ensuring that any undesirable persons under section 29A are unable to take over the CD. Likewise, during liquidation proceedings of CD, the proviso to Section 35(1)(f) bars a liquidator from selling immovable and movable property to any person who is ineligible to be a resolution applicant.

Further, the Minister stated that as per information available, Directorate of Enforcement has received one complaint against an RP of one CIRP in which appropriate action under applicable law has been taken. Further, CBI has received one complaint regarding abuse of process in one CIRP matter which was forwarded to the Regulator and on examination, the Regulator has not found any actionable material. New Delhi: Prime Minister Narendra Modi on August 7, 2022, heralded the collective efforts of all the States in the spirit of cooperative federalism as the force that helped India emerge from the Covid pandemic.

Addressing the seventh meeting of the Governing Council (GC) of NITI Aayog, the Prime Minister said, “Every State played a crucial role according to its strength and contributed to India’s fight against Covid. This led to India emerging as an example for the developing nations to look up to as a global leader.”

This was the first physical meeting of the Governing Council since the onset of the pandemic, with the 2021 meeting held via video conferencing. The meeting was attended by 23 Chief Ministers, 3 Lieutenant Governors and 2 Administrators and Union Ministers. The meeting was moderated by Defence Minister Rajnath Singh.

In his inaugural address, the Prime Minister said India’s federal structure and cooperative federalism emerged as a model for the world during the Covid crisis. He said that India had sent a powerful message to the developing nations of the world—that it is possible to overcome challenges with resilience despite resource limitations.

PM Modi said that the credit for this goes to the State Governments, which focused on grassroots delivery of public services to the people through cooperation across political lines.

The Prime Minister highlighted that the seventh meeting was a culmination of months of rigorous brainstorming and consultations between the Centre and States to identify national priorities.

“All Chief Secretaries met together in Dharamshala and over three days, deliberated issues of national importance. This collective process led to the development of the agenda for this meeting,” the PM said.

This year, the Governing Council discussed four key agenda items:

(i) crop diversification and achieving self-sufficiency in pulses, oilseeds and other agri-commodities;

(ii) implementation of National Education Policy (NEP) in school education;

(iii) implementation of National Education Policy in higher education; and

(iv) urban governance.

The Prime Minister highlighted the importance of all of the above issues, especially the need for India to focus on modernized agriculture, animal husbandry, and food processing to become self-sufficient and a global leader in the agriculture sector.

He said rapid urbanization can become India’s strength instead of weakness by leveraging technology to ensure ease of living, transparent service delivery, and improvement in the quality of life for every citizen of urban India.

The PM also spoke about India’s G20 presidency in 2023 and called it a unique opportunity to show the world that India is not just Delhi—it is every State and Union Territory of the country.

The PM said we should develop a mass movement around G20. This will allow us to identify the best talent available in the country. He also said there should be a dedicated team for G20 in the States to derive the maximum possible benefit from this initiative.

Speaking about this, the Union Minister of External Affairs S. Jaishankar, said, “The G20 Presidency presents a great opportunity and a great responsibility. For the first time in the history of G20, India will host the G20 meetings over the year, not only in Delhi, but in every State and Union Territory.”

While highlighting several initiatives undertaken to boost learning outcomes, capacity-building of teachers, and skilling, Union Minister of Education Dharmendra Pradhan thanked and requested further support of the States for the successful implementation of the National Education Policy.

Vice Chairman, NITI Aayog, Suman Bery, reiterated that India’s transformation has to take place in its states. He reaffirmed the need for the combined efforts of the Centre and States to realize the vision of a resurgent India post the pandemic.

Every Chief Minister and Lt Governor present at the meeting addressed the meeting, highlighting the priorities, achievements, and challenges of their respective States and Union Territories with a special focus on the four key agenda items.

In his closing remarks, the Prime Minister said that each state should focus on promoting its 3Ts, Trade, Tourism, Technology, through every Indian Mission around the world.

He said the States must focus on reducing imports, increasing exports and identifying opportunities for the same in every state.

“We should encourage people to use local goods wherever possible. ‘Vocal for local’ is not the agenda of an individual political party but a common goal,” he said.

The PM said even though GST collection has improved, our potential is much more.

“Increasing GST collection requires collective action by the Centre and States. It is crucial for strengthening our economic position and becoming a USD 5 trillion economy,” he said.

Speaking on the National Education Policy, the PM said the NEP has been formulated after considerable deliberations. He said we should involve all stakeholders in its implementation and develop a clear, timebound roadmap for the same.

He expressed his gratitude to the CMs and LGs for participating in the meeting and sharing their views and experiences. He said NITI Aayog will study the states’ concerns, challenges, and best practices and subsequently plan the way forward. New Delhi: The Income Tax Department carried out search and seizure operations on August 2, 2022 in the cases of certain producers, distributors, and financiers associated with the film Industry.

The search operations were conducted at almost 40 premises located in Chennai, Madurai, Coimbatore and Vellore wherein undisclosed income exceeding Rs. 200 crore has been detected, the Ministry of Finance informed in a press release on August 6, 2022.

It added that undisclosed cash of Rs.26 crore and unaccounted gold jewellery exceeding Rs. three crore have been seized.

During the course of the search operations, several incriminating documents and digital evidence etc., relating to unaccounted cash transactions and investments have been seized. Secret and hidden premises have also been unearthed during the search, the Ministry said.

“The searches in the cases of film financiers have revealed documents like promissory notes etc., relating to unaccounted cash loans, which were advanced to various film production houses and others. In the cases of film production houses, evidences reveal tax evasion, as the actual amounts realized from the release of the films are much more than the amounts shown in the regular books of account. The unaccounted income so generated by them is deployed for undisclosed investments as well as for various undisclosed payments,” the release said.

It added that similarly, evidences seized in the cases of film distributors, indicate collection of unaccounted cash from the theatres. As per the evidences, the distributors have formed syndicates and have systematically suppressed the theatre collections, resulting in the suppression of actual income.

Further investigations are in progress. (Press Release)

New Delhi: India’s satellite-based navigation system, NavIC, is as good as GPS of the United States in terms of position accuracy and availability in its service region.

Union Minister of State (Independent Charge) Science & Technology; Earth Sciences Dr Jitendra Singh said this on August 4, 2022, while replying to a question in the Rajya Sabha.

NavIC can help in navigation on land, air, sea and also in disaster management, the Minister said.

“NavIC satellites are placed at a higher orbit than the GPS of United States. NavIC satellites are placed in geostationary orbit (GEO) & geosynchronous orbit (GSO) with an altitude of about 36,000 km; GPS satellites are placed in medium earth orbit (MEO) with an altitude of about 20,000 km.”

Dr. Jitendra Singh added that NavIC uses dual frequency bands, which improves accuracy of dual frequency receivers by enabling them to correct atmospheric errors through simultaneous use of two frequencies. It also helps in better reliability and availability because the signal from either frequency can serve the positioning requirement equally well.

At the time of inception, an indigenously developed satellite navigation system was conceptualized to cater to requirements of critical national applications, including those of defence and commercial establishments. Hence the coverage area was designed to cover Indian Territory and surrounding 1500 km of Indian borders. The needs of critical national applications do evolve with time and efforts are continuously made to meet these requirements, including from the point of view of coverage. (Press Release)

Ultimate aim of governance should be to empower people: VP Naidu

Vice President M. Venkaiah Naidu (File Photo/PIB)

New Delhi: Vice President M. Venkaiah Naidu on August 4, 2022, emphasized that the ultimate aim of governance should be to empower the people and to move towards minimum government, which according to him, will happen only when the last mile has been traversed and the people at the bottom of the pyramid have been reached. He also said that the success of good governance lies in including and making the toiling masses equal stakeholders in the process of development.

Addressing the participants of 48th Advanced Professional Programme in Public Administration (APPPA) conducted by Indian Institute of Public Administration in New Delhi today, the Vice President said that the key to good governance lies in inclusivity, use of technology and maintaining high moral standards. “Technology fosters transparency and hence accountability, which is the basic feature of good governance, while moral standards impart legitimacy,” he added. He hoped that these two together will usher in a new political culture preparing the ground for bringing in transformational reforms.”

Underlining that people’s participation is very important for inclusive and responsive governance, VP Naidu said that reforms are only initiated by the Government but actually bear fruit only when people proactively work for the future of their country. Referring to the ongoing celebrations of Azadi ka Amrit Mahotsav, the Vice President urged every Indian to work with an aim of building a happy, healthy, prosperous and developed nation when we enter the 100th year of our Independence.

Observing that the focus today is shifting from government to governance, the Vice President said that India is on the move, shedding the baggage of its past and embarking on a journey towards hope and the fulfilment of its ultimate destiny which is to lead the world.

On this occasion, VP Naidu also stressed the need to get out of the colonial mindset and asked the administrators to use people’s language while discharging their official duties. “You should interact with the people in their own language,” he told them.

Referring to the adage — ‘service to man is service to God’, the Vice President wanted all officials to make ‘people’s service’ their main motto.

Lauding IIPA’s contribution to national development, the Vice President said that he is happy to see IIPA today is adapting itself to the needs of a dynamic and fast changing era, and to the rapidly changing socio-economic milieu. Calling for arresting the trend of falling standards in public life, he wanted the administrators and leaders to set examples in integrity and ethics.

Referring to the concept of Ram-Rajya, so often espoused by Mahatma Gandhi, he said that in Indian tradition, it is a metaphor to define how a well governed welfare state should look like and exhorted the administrators to follow these lofty ideals to build a society free from poverty, discrimination and inequality.

IV Subbarao, Secretary to the Vice President; Surendra Nath Tripathi, Director General, IIPA; Dr. V.N. Alok, Programme Director (APPPA); Amitabh Ranjan, Registrar, faculty members, course participants and other dignitaries attended the event. (Press Release)
