PM approves ex-gratia for victims of Gwalior road accident

New Delhi: Prime Minister Narendra Modi has approved an ex-gratia of Rs. 2 lakh each from Prime Minister’s National Relief Fund for the next of kin of those who have lost their lives due to the unfortunate accident in Gwalior, Madhya Pradesh. He has also approved Rs. 50,000 for those seriously injured. (PR)

New Delhi: Prime Minister Narendra Modi launched the Jal Shakti Abhiyan:Catch the Rain’ campaign on World Water Day i.e Monday via video conferencing. A Memorandum of Agreement was signed between the Union Minister of Jal Shakti and the Chief Ministers of Madhya Pradesh and Uttar Pradesh to implement the Ken Betwa Link Project, the first project of the National Perspective Plan for interlinking of rivers, in the presence of the Prime Minister.

The Prime Minister also interacted with sarpanches and ward panches in Rajasthan, Uttarakhand, Karnataka, Maharashtra and Gujarat.

Speaking on the occasion, the Prime Minister said on International Water Day, a major step has also been taken for the Ken-Betwa Link Canal along with the introduction of the Catch The Rain campaign.

He added this agreement is important to realize Atal ji’s dream in the interest of millions of families of Uttar Pradesh and Madhya Pradesh. He said rapid development is not possible without water security and effective water management. He added that the vision of India’s development and India’s self-reliance, is dependent on our water sources and our Water Connectivity.

The Prime Minister noted that the challenge of the water crisis is increasing equally with India’s development. He said it is the responsibility of the present generation of the country to fulfill its responsibility for the generations to come. He asserted that the government has made water governance a priority in its policies and decisions. In the last 6 years, many steps have been taken in this direction. He talked about Pradhan Mantri Krishi Sinchai Yojna, water campaign to every farm – Har Khet ko Paani, ‘Per Drop More Crop’ campaign and NamamiGange Mission, Jal Jeevan Mission or Atal Bhujal Yojana. Work is being undertaken rapidly on all these schemes, he said.

The Prime Minister pointed out that the better India manages rainwater, the lesser the country’s dependence on groundwater. Therefore, success of campaigns like ‘Catch the Rain’ is very important.

He noted that both urban and rural areas have been included in the Jal Shakti Abhiyan. He called upon to step up water conservation efforts in the days leading upto Monsoon. Emphasizing the importance of sarpanches and DMs/DCs,

The Prime Minister said that the ‘Jal Shapath’ which is being organized all over the country should become everybody’s pledge and second nature. He said when our nature changes with respect to water, nature will also support us.

The Prime Minister noted that apart from rain water harvesting, the management of river water in our country has also been discussed for decades. To save the country from a water crisis, it is now necessary to work rapidly in this direction.

He said the Ken-Betwa Link Project is also part of this vision. He lauded both the Government of Uttar Pradesh and Madhya Pradesh for making this project a reality.

The Prime Minister said just 1.5 years ago, just 3.5 crore out of 19 crore rural families in our country, got piped drinking water.

He expressed happiness that after the launch of Jal Jeevan Mission, about 4 crore new families have piped drinking water connections in such a short time.

He noted that public participation and local governance model are at the core of the Jal Jeevan Mission.

The Prime Minister remarked that for the first time after independence, a government is working so seriously with regard to water testing. He pointed out that rural sisters and daughters have been made stakeholders in this campaign of water testing.

He said during the Corona period itself, about 4.5 lakh women were trained for water testing. Every village is getting at least 5 trained women for water testing. Better results are a certainty with increased participation of women in water governance, the Prime Minister concluded.(PR)

In 2011, Trinamool Congress (TMC) supremo Mamata Banerjee ended the Left Front’s 34-year rule and formed the government by winning 227 seats in the 294-member Assembly in alliance with the Congress and Socialist Unity Centre of India (Communist). TMC itself won 184 seats.

New Delhi: Maharashtra politics is on the boil after a top cop has levelled serious corruption charges against Maharashtra Home Minister Anil Deshmukh

The main opposition in the state, the Bharatiya Janata Party (BJP) has caught this opportunity with both hands and demanded resignation of Deshmukh.

It’s notable that Param Bir Singh — replaced as Mumbai Police Commissioner over “unforgivable” lapses in the Mukesh Ambani security scare probe — accused Deshmukh of corruption and interference in police work.

Param Bir Singh was transferred to the Home Guard on Wednesday after police officer Sachin Waze was arrested in the case involving a car full of explosives found near the home of Reliance chairman Mukesh Ambani earlier this month.

According to various reports, Param Bir Singh sent an email to Maharashtra Chief Minister Uddhav Thackeray and alleged that Deshmukh had asked several police officers including Sachin Waze who has been arrested in the Mukesh Ambani case – to run an extortion racket.

According to Singh, police officials were given a target of collecting Rs. 100 crore from restaurants, pubs, bars and hookah parlours. The demand, he said, was made in February.

News agency ANI on Sunday quoted Param Bir Singh as saying that that the email was sent to Maharashtra CM from his email id.

The cop’s statement came after Maharashtra Chief Minister’s office on Saturday said that “Letter from Param Bir Singh was received at 4:37 pm today via a different email address, not his official one & was without his signature. The new email address needs to be checked. Home Ministry is trying to contact him for the same”.

The cop’s email was also marked to Maharashtra Governor Bhagat Singh Koshiyari and deputy CM Ajit Pawar, and Additional Home Secretary, Maharashtra.

The Shiv Sena-NCP-Congress alliance government seems to be in a soup over the row.

NDTV quoted a top leader of the alliance as saying that Deshmukh has to go as the corruption allegation against him is “serious”.

Chief Minister Uddhav Thackeray is also of this view, he told NDTV.

However, Maharashtra Minister and State NCP President Jayant Patil told ANI: “The letter (Param Bir Singh’s letter to CM) is a reaction after Maharashtra Chief Minister and Home Minister decided to take a tough stand. There is no question of replacing Maharashtra Home Minister (Anil Deshmukh).”

Meanwhile, the BJP has mounted all-round attack on Maharashtra government.

BJP workers have staged protests in Mumbai and Nagpur, which is the home town of Anil Deshmukh.

Union Minister Ravi Shankar Prasad on Sunday demanded resignation of Uddhav government.

Addressing a press conference at Bihar BJP’s office in Patna, Prasad said, “If Rs 100 cr was the target by Home Minister (Maharashtra) then what was the target by other ministers. Uddhav Thackeray’s govt has lost the moral authority to govern the State even for a day.”

MoS Finance Anurag Thakur has demanded serious probe in the matter.

“There should be a serious probe. If this is the state of Mumbai Police then you can imagine what the state of Maharashtra is.”

Maharashtra Navnirman Sena (MNS) Chief Raj Thackeray has also demanded resignation of Anil Deshmukh.

“Anil Deshmukh should resign immediately. The main issue is that of an explosive-laden vehicle being found near the residence of an industrialist. I request the Central Government to intervene. The State government cannot investigate this matter,” the MNS chief was quoted by ANI as saying on Sunday.

Meanwhile, Maharashtra Deputy CM and NCP leader Ajit Pawar and Jayant Patil will be meeting NCP Chief Sharad Pawar in Delhi on Sunday.

Shiv Sena leader Sanjay Raut will also meet Sharad Pawar in Delhi on Sunday, India Today reported.

Home Minister Anil Deshmukh are “very serious” and it is “time for an introspection”.

Vanchit Bahujan Aghadi leader Prakash Ambedkar will meet Maharashtra Governor Governor Bhagat Singh Koshiyari on Monday at 12:30 pm. Ambedkar has alleged breakdown of constitutional machinery and law and order in the state.

However, Anil Deshmukh rubbished these allegations and said this is Param Bir Singh’s attempt to save himself from legal action for his “serious lapses”.

However, it seems that Anil Deshmukh will have to resign as the patron of alliance government in Maharashtra Sharad Pawar has given green signal to Maharashtra Chief Minister Uddhav Thackeray.

ANI on Sunday quoted NCP Chief Sharad Pawar as saying that “the allegations against the Maharashtra Home Minister are serious. The Maharashtra CM has the full authority to take a decision regarding an inquiry on these allegations against the Home Minister”. (PW News)

Shah to release BJP’s manifesto for West Bengal

Kolkata: The Bharatiya Janata Party (BJP) is releasing its manifesto for West Bengal today.

Union Home Minister Amit Shah will release the Bengal BJP’s manifesto for the West Bengal assembly elections at Eastern Zonal Cultural Centre, Kolkata (WB) at 05:30 pm on Sunday.

Prior to this, Shah will address an election rally at Pallighai School ground, Egra (District Kanti), West Bengal at 12 noon today.

After this, he will hold a meeting with District and Mandal Office Bearers at Mecheda in Purba Medinipur district at 01:30 pm.

The Congress won 44 seats and the Left Front alliance won 33 seats.

However, the BJP emerged as a main threat for Mamata Banerjee in West Bengal when it bagged 18 of the 42 Lok Sabha seats of the state in 2019 general elections.

Reforms in Ayush sector to boost growth: Sonowal

New Delhi: Union Minister of Ayush Sarbananda Sonowal laid emphasis on how Ayush can play an important role in realizing the dream of ‘New India’ by providing holistic healthcare and medical care for its citizens.

The Minister was addressing the gathering at the 6th CII Ayush Conclave 2022 in New Delhi on November 23, 2022.

In his inaugural address, Sonowal said, “Ayush market has reached $18 billion from a meager $3 billion under the guidance and visionary leadership of our Prime Minister.” He added that at present we are witnessing a highly receptive environment where the value of Ayush systems in healthcare is widely being recognized. Many reforms in research strategies, nature of practice, and education are underway, which will facilitate growth in this sector. The new generation of our country should study deeply about the Ayush systems.”

Vaidya Rajesh Kotecha, Secretary, the Ministry of Ayush, in his keynote address said, “Ministry of Ayush in collaboration with the World Health Organization (WHO) has established a lot of benchmarks for the Ayush system. These benchmarks will be beneficial for all the stakeholders, particularly industry related to Ayush systems”

Pramod Kumar Pathak, Special Secretary Ministry of Ayush addressed the plenary session on a regulatory roadmap for ease of doing business. In his address, he said that the first important aspect of ease of doing business is consultation and that is happening robustly at the Ministry of Ayush. “Further, for promoting a scientific approach, the ministry is working with the Departments of Science and Biotechnology and the inputs are effectively included in our roadmap.”

6th CII Ayush Conclave 2022 was organized by the Confederation of Indian Industry (CII) with the support of the Ministry of Ayush. TRAI notifies Amendments to the Regulatory Framework for Broadcasting and Cable Services

New Delhi: The Telecom Regulatory Authority of India (TRAI) on November 22, 2022, issued the Telecommunication (Broadcasting and Cable) Services (Eighth) (Addressable Systems) Tariff (Third Amendment) Order, 2022 (4 of 2022) and the Telecommunication (Broadcasting and Cable) Services Interconnection (Addressable Systems) (Fourth Amendment) Regulations, 2022 (2 of 2022).

In consonance with the complete digitization of the cable TV sector, TRAI on 3rd March 2017 notified the ‘New Regulatory Framework’ for Broadcasting and Cable services. After passing legal scrutiny in Hon’ble Madras High Court and Hon’ble Supreme Court, the new framework came into effect from 29th December 2018.

As the New Regulatory Framework changed quite a few business rules, many positives emerged. However, upon implementation of the New Regulatory Framework 2017, TRAI noticed some inadequacies impacting the consumers. To address certain issues that arose after implementation of new regulatory framework, after a due consultation process with stakeholders, TRAI on 01.01.2020 notified the New Regulatory Framework 2020.

Some stakeholders challenged provisions of Tariff Amendment Order 2020, Interconnection Amendment Regulations 2020 and QoS Amendment Regulations 2020 in various High Courts including in the Hon’ble High Court of Bombay and Kerala. Hon’ble High Courts upheld the validity of New Regulatory Framework 2020 except for a few provisions.

The provisions related to Network Capacity Fee (NCF), multi-TV homes and long-term subscriptions of New Regulatory Framework 2020, have already been implemented and due benefits are being passed on to the consumer at large. Every consumer now can get 228 TV channels instead of 100 channels earlier, in a maximum NCF of Rs. 130/-. It has enabled consumers to reduce their NCF for availing similar number of channels as per 2017 framework, by an estimated cost varying Rs. 40/- to 50/-. Additionally, the amended NCF for multi-TV homes have enabled further savings to the consumers to the tune of 60% on second (and more) television sets.

However, as per RIOs filed by the broadcasters in November 2021, the new tariffs reflected a common trend i.e., the prices of their most popular channels including sports channels were enhanced beyond Rs. 19/-per month. Complying to the extent provisions, as regards the inclusion of pay channels in a bouquet, all such channels those are priced beyond Rs. 12/- per month are kept out of bouquet and are offered only on a-la-carte basis. The revised RIOs as filed indicate a wide-scale changes in composition of almost all the bouquets being offered.

Immediately after new tariffs were announced, TRAI received representations from Distribution Platform Operators (DPOs), Associations of Local Cable Operators (LCOs) and Consumer Organizations. DPOs highlighted difficulties likely to be faced by them in implementing new rates in the system and migrating the consumers to the new tariff regime through the informed exercise of options impacting almost all bouquets, especially due to upward revision in the rates of pay channels and bouquets declared by broadcasters. Therefore, TRAI engaged with all the different associations and consumer groups including representatives of LCOs.

To deliberate on the various issues related to implementation of New Regulatory Framework 2020 and suggest a way forward, a committee consisting of members from Indian Broadcasting & Digital Foundation (IBDF), All India Digital Cable Federation (AIDCF) & DTH Association was constituted under the aegis of TRAI.

The purpose of the Committee was to facilitate discussions among various stakeholders to come out on a common agreed path for smooth implementation of Tariff Amendment Order 2020. Stakeholders were advised to come out with an implementation plan with minimum disruptions and hassles to the consumers while implementing the New Regulatory Framework 2020.

The Committee listed several issues related to New Regulatory Framework 2020 for consideration. The stakeholders, however, requested TRAI to immediately address critical issues which could create impediments for smooth implementation of Tariff Amendment Order 2020.

In order to address the issues as identified by the stakeholders’ committee; TRAI issued a consultation paper for seeking stakeholders’ comments on points / issues which are pending for full implementation of New Regulatory Framework 2020. The consultation paper sought comments and suggestions from various stakeholders, on issues related to discount given in the formation of the bouquet, ceiling price of channels for inclusion in bouquet, and discount offered by broadcasters to DPOs in addition to distribution fee.

The Authority analysed the comments of the stakeholders and to protect the interests of consumers has notified the amendments to Tariff Order 2017 and Interconnection Regulations 2017. The main features of the amendments are as follows:

  1. Continuance of forbearance on MRP of TV channels
  2. Only those channels which are having MRP of Rs.19/- or less will be permitted to be part of a bouquet.
  3. A broadcaster can offer a maximum discount of 45% while pricing its bouquet of pay channels over the sum of MRPs of all the of pay channels in that bouquet.
  4. Discount offered as an incentive by a broadcaster on the maximum retail price of a pay channel shall be based on combined subscription of that channel both in a-la-carte as well as in bouquets.

All the broadcasters shall report to the Authority, any change in name, nature, language, MRP per month of channels, and composition and MRP of bouquets of channels, by 16th December 2022, and simultaneously publish such information on their websites. The broadcasters who have already submitted their RIOs in compliance of the New Regulatory Framework 2020 may also revise their RIOs by 16th December 2022.

All the distributors of television channels shall report to the Authority, DRP of pay channels and bouquets of pay channels, and composition of bouquets of pay and FTA channels, by 1st January 2023, and simultaneously publish such information on their websites. DPOs who have already submitted their RIOs in compliance of the New Regulatory Framework 2020 may also revise their RIOs by 1st January 2023.

All the distributors of television channels shall ensure that services to the subscribers, with effect from 1st February 2023, are provided as per the bouquets or channels opted by them.

TRAI in the present amendments, addressed only those critical issues which were suggested by the Stakeholders’ Committee to avoid inconvenience to consumers while implementing the Tariff Amendment Order 2020. The Stakeholders’ Committee also listed other issues for subsequent consideration by TRAI. In addition, the Authority held multiple meetings with representatives of LCOs including an online meeting which was attended by more than 200 LCOs from across the country. Several issues were put forward during these meetings. TRAI has noted the suggestions and may take further suitable measures to address the ensuing issues, if the situation warrants.

ECI launches nation-wide Special Summary Revision 2023

Pune: Chief Election Commissioner (CEC) Rajiv Kumar and Election Commissioner (EC) Anup Chandra Pandey launched the nation-wide Special Summary Revision (SSR) 2023 through various voter awareness building activities in Pune on November 9, 2022.

The day started with the CEC and EC participating in a bicycle rally, the theme of which was ‘Pedal For Participative Elections’ which started from Shree Shiv Chhatrapati Sports Complex Mhalunge in Balewadi in the early morning.

The rally was flagged off by voters from different sections of society, including transgender persons, persons with disability, women, youth and others. Many eminent people from the city, including film personality Nagraj Manjule, Olympians Anjali Bhagwat, Manoj Pingale, Ajit Lakra and Trangender Acitivist Saanvi Jethwani.

More than 200 people voluntarily rallied in cycles to spread the message of ‘No Voter To Be Left Behind’ and create awareness of inclusive and accessible elections and the importance of registering for the electoral roll and participating in the democratic process, the Election Commission of India (ECI) informed in a press release.

 Many more cheered the cyclists along the 20 km route. Enroute cycle rally, the CEC also stopped at certain places and interacted with localities to motivate them to become a part of the election process.

Noticing high urban apathy and low young voters’ participation in Pune, the Election Commission participated in the voter awareness cycle rally in the city to motivate and mobilize the youth and society at large for proactive participation in the election process.

“Some of the cities do not really do that kind of voting and there is a whole lot of ground which we have to cover in urban areas and that is why this cycle rally was organised to create awareness,” the CEC said.

Election Commissioner Pandey said everyone should register as voter and spread the messages of voter awareness too, for strengthening our democracy.

Maharashtra Chief Electoral Officer Shrikant Deshpande informed that voter lists will be read out in every gram sabha of the state on 10th November.

 CEO Maharashtra is also organizing voter registration camps in every college of the state, he added. District Election Officer of Pune Dr. Rajesh Deshmukh assured all facilities and special camps to enrol eligible voters in the Pune city during the SSR 2023 period for a healthy and inclusive electoral roll.  

Annual Special Summary Revision is conducted in every State to ensure enrollment of newly eligible citizens and ensuring a healthy, pure, inclusive and error free electoral roll. This year the SSR formally starts with publication of the draft electoral roll on November 9, 2022 with reference to January 01, 2023 as the qualifying date. (Press Release)

New Delhi: All India Congress Committee member and Supreme Court advocate Intekhab Alam on November 9, 2022, said that Indian Muslims are biggest capital of the Bharatiya Janata Party (BJP).

In a press release, Alam said that the BJP does not have other option except naming Muslims.

“Today, the only way for the BJP is to consolidate Hindu votes is by taking the name of Muslims. But, now Hindus in this country have understood very well that shouting Muslim-Muslim will not benefit the country, but we would die amongst ourselves. And, the country will continue to suffer,” Alam said.

He said that the BJP-led union government has brought the country to a position where the fabric of India is coming to an end.

“That is why today there is a need to stop it otherwise we cannot save this country and the coming generation will not forgive us.”

The AICC Member said that today Rahul Gandhi is the only leader in this country who has come out to unite India via Bharat Jodo Yatra.

He said that people from every corner of India are commending the initiative taken by Rahul Gandhi.

Alam said the politics of polarization should be defeated in 2024 Lok Sabha elections to ensure that India progresses, its future becomes bright, there is an atmosphere of harmony in the country, youth get better employment opportunities, and farmers get fair price of their produce. MINCON-2022 begins in Nagpur



Nagpur: Union Minister of Parliamentary Affairs, Coal and Mines Pralhad Joshi said that the mineral and mining sectors, following agriculture and industrial sectors, provide maximum employment opportunities, and thus, for India to be recognized as a developed country by 2047, the role of these two sectors is important.

He was addressing MINCON 2022,a three-day Conference on Mines, Minerals and Metals, in Nagpur on October 14 2022.

The Minister said that Government’s target is to produce 900 million tonnes of coal in the current year and 163 mines will be auctioned. He added that the Union Government has faith in the federal system and Prime Minister Narendra Modi is insisting that most of the powers should be conferred upon the states.

Maharashtra State Mining Corporation (MSMC) and Vidarbha Economic Development Council have jointly organized this conference at Nagpur.

Union Minister for Road Transport and Highways Nitin Gadkari presided over this conference.

Maharashtra State Forest and Environment Minister Sudhir Mungantiwar, Maharashtra Government Minerals Minister Dadaji Bhuse, Principal Secretary of Commerce Department Harshdeep Kamble, President of the Maharashtra Mining Corporation Ashish Jaiswal, President of the Vidarbha Economic Development Council Devendra Parikh also attended the conference. New Delhi: The 7th edition of IBSAMAR, a joint multinational maritime exercise, among the Indian, Brazilian and South Africa navies was held at Port Gqeberha (also known as Port Elizabeth), South Africa from October 10 to October 12, 2022.

The Indian Navy was represented in it by the guided missile frigate, INS Tarkash, a Chetak helicopter and MARCOS special forces, the Ministry of Defence informed in a press release.

The objectives of the exercise included strengthening maritime relations, promoting joint operational military training, combating maritime crimes, securing Sea Lines of Communication and enhancing interoperability to pursue common evolutions at sea.

The opening ceremony of IBSAMAR VII was conducted on October 11, 2022. The exercise progressed over three days that included both harbour and sea phases.

As part of harbour phase on October 10 and 11, 2022, professional exchanges including DC & FF drills, VBSS/cross boarding lectures, joint diving operations, interaction among special forces and cross-deck visits were conducted.

The sea phase of was held on October 12, 2022 covering a broad spectrum of maritime operations. The debrief and closing ceremony were conducted onboard INS Tarkash off Port Gqeberha. (Press Release)

Cabinet approves Rs 22000 crore as one time grant to PSU OMCs

New Delhi; The Union Cabinet, chaired by the Prime Minister Narendra Modi, on October 24, 2922 approved the proposal of Ministry of Petroleum & Natural Gas to give one time grant amounting to Rs.22,000 crore to three Public Sector Undertaking Oil Marketing Companies (PSU OMCs).

The grant will be distributed among Indian Oil Corporation Limited (IOCL), Bharat Petroleum Corporation Limited (BPCL) and Hindustan Petroleum Corporation Limited (HPCL), imformed an official pree release.

The approval will help the PSU OMCs to continue their commitment to the Atmanirbhar Bharat Abhiyaan, ensuring unhindered domestic LPG supplies and also supporting the procurement of Make in India products.

Domestic LPG Cylinders are supplied at regulated prices to consumers by the public sector Oil Marketing companies namely, IOCL, BPCL, HPCL. (Press Release)

PM Modi Visiting Himachal Pradesh today

New Delhi: Prime Minister Narendra Modi will visit Himachal Pradesh on October 13, 2022,informed Prime Minister’s Office (PMO) in a press release.

In Una, Prime Minister will flag off Vande Bharat Express from Una Himachal railway station.

Thereafter, in a public function, Prime Minister will dedicate IIIT Una to the nation.
Its foundation stone was laid by the Prime Minister in 2017. Currently more than 530 students are pursuing study in this Institute.

The PM will also lay the foundation stone of Bulk Drug Park in Una.

The Park at Haroli in Una district will be built at a cost of over Rs 1900 crore. The Park will help reduce dependence on API imports.

After that, in a public function at Chamba, Prime Minister will lay the foundation stone of two hydropower projects and launch Pradhan Mantri Gram Sadak Yojana (PMGSY)-III in Himachal Pradesh. (Press Release)
